Uzbekistan will introduce new restrictions for citizens with alimony debt starting May 1, 2026. According to a presidential decree dated March 30, until the debt is fully repaid, such debtors will be barred from conducting certain major transactions and using specific types of financial-credit and state services. This measure aims to enhance the efficiency of the alimony collection system.
The decree also establishes a practice for terminating enforcement proceedings by decision of the state executor. Specifically, for certain categories of enforcement documents, if the debtor dies, is declared missing, or is pronounced dead, enforcement proceedings against them will be terminated by the state executor's decision. These changes are designed to simplify enforcement processes and optimize resource allocation.
From January 1, 2027, vehicles and real estate intended for transfer to state revenue based on court documents will be directly transferred to the State Assets Management Agency. Additionally, new approaches to collecting tax debt and non-performing loans are being implemented, including the possibility of selling property through electronic online auctions based on the state executor's decision.
President Shavkat Mirziyoyev noted in a videoconference on March 13 that alimony payers cannot fully utilize the opportunity to work abroad. Currently, to travel overseas, they must either prepay alimony for five years or obtain consent from the alimony recipient. Proposals are being prepared to review this issue.
Data shows that in 2025, alimony funds totaling 3.1 trillion soums were collected. According to the Main Directorate of Internal Affairs, last year, over 16,000 individuals with alimony debt were held administratively liable, and criminal cases were initiated against 1,283 people. It is reported that currently, 61% of more than 350,000 alimony payers are unemployed.
