A senior officer from the Coordination Department of the Almazar District Police Department in Tashkent, Abror Khudoyberdiev, has issued an urgent order to prevention inspectors to mass-produce administrative protocols for vagrancy. Audio and video recordings of his instructions, obtained by Kun.uz, reveal him demanding improved reporting statistics by any means necessary.
In the recordings, Khudoyberdiev explicitly tells subordinates that if they cannot find vagrants, they should "register" their relatives or even themselves as vagrants. He is heard shouting: "Hey, prevention inspectors, I'm telling you again – vagrants are zero! Shameless ones, are there no vagrants in Almazar District? Register vagrants immediately!"
To meet quotas, Khudoyberdiev demands 200 protocols be completed and orders all inspectors onto the streets ahead of a 10:00 PM meeting. He states: "We have one hour left. At 22:00, there will be a meeting. I don't want to go there. Come on, let's 'step on the gas,' 200 protocols left, everyone go out on the street!" This highlights systemic pressure within law enforcement to artificially inflate performance metrics.
In response to an inquiry from Kun.uz, the press service of the Ministry of Internal Affairs (MVD) stated that the situation will be investigated. This incident raises serious concerns about misconduct in police practices, including report falsification and potential abuse of authority, which could undermine citizen rights and legal principles in Uzbekistan.
