President Shavkat Mirziyoyev reviewed a presentation on proposals to liberalize the application of financial penalties for business entities on April 13. The new system, set to take effect from October 1, 2026, includes measures to ease penalty payments and enhance protection of business rights.

A key innovation is that if an entrepreneur pays 50% of the fine amount within one month, the remainder will be written off. Additionally, mechanisms for installment payments over six months and the return of illegally collected funds with interest are provided. These measures aim to improve the business environment and increase legal security.

The President emphasized the importance of reliably protecting the rights and legal interests of entrepreneurs and instructed to strengthen judicial control, accelerate digitalization, and form a unified, clear, and fair legal mechanism. The proposals also include an initiative to develop a Law "On Measures of Legal Impact" to unify the procedure for applying sanctions.
