President Shavkat Mirziyoyev of Uzbekistan has issued a decree, numbered UP-62 and dated April 16, 2026, introducing a new compensation payment to support the families of military personnel killed during combat operations in Afghanistan. The decree amends several regulatory legal acts as part of efforts to expand state social assistance to vulnerable population groups.

Under this measure, the state will compensate part of the payment for housing and utility services for the parents of deceased soldiers, as well as their spouses (widows). This initiative aims to improve the living conditions of socially vulnerable segments and enhance social protection, though its implementation may face bureaucratic hurdles and funding constraints that could limit its effectiveness.

The policy reflects Uzbekistan's ongoing social welfare strategies to aid families of soldiers involved in overseas conflicts. While intended to provide relief, such compensation schemes often encounter challenges in administration and distribution, potentially leading to delays and dissatisfaction among beneficiaries, highlighting systemic issues in state support programs.

Responsibility for executing the decree lies with relevant ministries and local authorities, who must establish procedures for calculating and disbursing the compensation. This process could involve administrative delays, undermining confidence in government assistance efforts and raising questions about the long-term sustainability of such social measures.
