Uzbekistan is set to develop a new edition of the Code of Administrative Responsibility, as per a presidential decree that came into force on May 8.
The document outlines key priorities for legal reform, including systematization of norms and revision of the list of offenses in line with modern realities.
Major changes will affect the penalty system and protection of citizens' rights. Plans include abolishing liability for offenses that have lost relevance while strengthening measures for actions threatening public and state interests.
The reform envisions introducing alternative types of punishment and ensuring proportionality of sanctions to the severity of the offense. Special attention will be paid to protecting victims' interests, with mechanisms for compensation of moral damages and monetary payments to be included in the code.
A special interagency commission has been established to prepare the document, comprising the Chairman of the Supreme Court, the Prosecutor General, and the Minister of Internal Affairs. The Ministry of Justice has been designated as the working body. The new edition must undergo public discussion and coordination with all agencies. The final draft is expected to be submitted to the Presidential Administration by April 1, 2027.
