Uzbekistan, Tashkent – Podrobno.uz. The Parliament of Uzbekistan has approved a draft law aimed at expanding the powers of the children's ombudsman. The new norms provide for strengthened oversight of investigations into crimes against children and the expansion of mechanisms for their legal protection.
At the next plenary session of the Legislative Chamber of the Oliy Majlis, deputies reviewed and adopted in the second reading a bill initiated by a group of parliamentarians. The document is aimed at increasing the effectiveness of the institution of the Commissioner for Children's Rights.
According to the proposed changes, law enforcement agencies will be obliged to inform the children's ombudsman of all cases of detection of crimes against children, as well as decisions to initiate or refuse to initiate criminal cases. This is expected to ensure more complete control over the observance of minors' rights at all stages of investigation and trial.
The bill also expands the ombudsman's powers in the sphere of parliamentary control. In particular, it is proposed to exempt the ombudsman from paying state fees when applying to courts in the interests of children, which will simplify the protection of their rights in civil and administrative proceedings.
Special attention is paid to issues of liability for obstructing the activities of the Commissioner for Children's Rights, as well as the procedure for his election, deprivation of immunity, and submission of reports to parliament.
In addition, mandatory coordination with the children's ombudsman of all draft regulatory legal acts affecting the rights and legitimate interests of children is being introduced.
Recall that Uzbekistan will introduce liability for the storage of pornographic materials depicting children.
