The Senate of Uzbekistan has approved a bill aimed at strengthening the protection of minors in administrative proceedings. Under the new rules, the participation of a teacher or psychologist becomes mandatory when examining offenses involving children.

According to senators, the innovation is intended to prevent pressure on minors and ensure their psychological state is taken into account during proceedings. This is seen as an important step toward aligning the national system with international child protection standards.

The document also introduces other significant changes to the Code of Administrative Responsibility. Notably, a new article establishes liability for concealing vehicle mileage information — specifically, cases of odometer tampering without notifying the buyer. This is expected to increase transparency in the used car market.

For the first time, a systematic mechanism for recusal and self-recusal in administrative cases is being established, aimed at ensuring objectivity and avoiding conflicts of interest.

Additionally, the procedure for reducing the period of deprivation of the right to drive a vehicle or hunt has been clarified — now such decisions are made only by a court, and the benefit does not apply in case of repeated offenses.

Senators noted that the changes strengthen the principles of justice and humanity, with a particular emphasis on child protection.
