Uzbekistan plans to introduce a system where citizens and organizations can receive payments for providing reliable information about cartel agreements and violations of advertising legislation.

A draft resolution on encouraging individuals who report violations in the fields of competition and advertising has been submitted for public discussion. The document is designed to increase the effectiveness of detecting anti-competitive agreements and strengthen consumer protection.

According to the draft, citizens and legal entities can report violations orally, in writing, or via electronic communication channels. A mandatory condition is the provision of specific data about the offense and supporting materials.

Information about the applicant will be strictly confidential, and any form of pressure or persecution in connection with the application is prohibited. If the violation is confirmed and fines are collected into a special fund, the applicant can receive a monetary reward.

The amount of payment depends on the nature of the violation: up to 3% of the collected fine for anti-competitive agreements, but not exceeding 100 times the base calculation value (BCV); for advertising violations, up to 10% but not exceeding 10 BCV.

The authorities expect that the mechanism will strengthen public control, make the market more transparent, and help combat unfair competition.

Earlier, it was reported that Uzbekistan's Tax Committee paid citizens 3 billion soums as rewards for reporting tax violations through the Soliq hamkor system.
