Surayyo Rakhmonova, the Oliy Majlis Commissioner for Children's Rights, reported at a Senate session on May 19 that the number of appeals received by the Children's Ombudsman in 2025 reached 1,934, nearly double the 1,064 appeals recorded in 2024.
Of these, 509 appeals were resolved positively, and legal explanations were provided for 708. The highest number of applications came from Tashkent city (470), Surkhandarya (254), and Tashkent region (236).
Based on the analysis of appeals and monitoring results, the Ombudsman's office issued 3 warnings, 6 submissions, 25 conclusions, and 3 requests to file protests against court decisions regarding violations of children's rights and legitimate interests.
As a result of studying the appeals, 19 criminal cases and 26 administrative cases were initiated on instances of violence against children. Additionally, 20 decisions refusing to initiate criminal proceedings were overturned and sent for further preliminary investigation.
Monitoring of the internet revealed violations of children's rights, leading to the initiation of 23 criminal cases and 28 administrative cases.
“In educational institutions, 15 teachers were held administratively liable for using physical punishment and negligent attitude towards professional duties, while 6 teachers faced disciplinary measures for cruel treatment of children,” said Surayyo Rakhmonova.
Two law enforcement officers were subjected to disciplinary action for violating legislation regarding children.
“Last year, courts considered 666 criminal cases against 937 individuals on charges of violence against children. This indicates insufficient preventive measures and gaps in legislation. Particularly alarming is that 72 criminal cases involved parents and their substitutes,” noted Orzigul Kozikhonova, Chair of the Senate Committee on Youth, Women, Culture and Sports.
According to the Children's Ombudsman, in 2025 courts reviewed 2,584 criminal cases against 3,301 minors, accounting for 4.09% of all crimes. It was also recorded that 1,917 school students committed 1,783 crimes.
For failure to fulfill duties in raising children, 224,900 parents were brought to administrative responsibility.
Orzigul Kozikhonova emphasized that issues of family environment, upbringing, and supervision cannot be ignored. She stated that coordinated and targeted preventive work by state bodies and the mahalla system needs to be strengthened.
