The National Committee for Ecology and Climate Change has published a draft presidential decree for public discussion, proposing that from January 1, 2027, owners of vehicles manufactured 30 or more years ago must pay an annual environmental compensation of 30 times the base calculation value (12,360,000 UZS).

The document aims to protect atmospheric air, ensure environmental sustainability, reduce harmful emissions, and create an effective system for scrapping old vehicles and recycling their parts.

The system will be phased in: from 2026 for passenger cars (category M1); from 2027 for minibuses, buses, and trucks (categories M2, M3, N1, N2, N3); and from 2030 for all types of wheeled vehicles.

Additionally, the use and re-registration of vehicles classified as “harmful” environmental categories would be banned (except for antique cars). Such vehicles would be removed from state registration.

The public discussion of the draft will run until June 28.
