Uzbekistan has put forward a draft project for public discussion aimed at creating a vehicle scrappage and recycling system. The document introduces a comprehensive approach to processing end-of-life vehicles and their components, along with an annual environmental fee for owners of cars older than 30 years.
According to the project, the country plans to establish a transparent system for the disposal of vehicles and their parts, as well as to develop waste processing based on the "Zero Waste" principle.
The system is proposed to be implemented in stages: from 2026, it will cover M1 category passenger cars; from 2027, minibuses, buses, and trucks; and from 2030, all types of wheeled vehicles.
One of the most discussed provisions is the introduction from January 1, 2027, of an annual ecological compensation for owners of cars older than 30 years. The payment is proposed at 30 times the base calculation value (BRV), currently equivalent to over 12 million Uzbek soms.
The document also bans the operation of vehicles deemed environmentally harmful. The system will be developed and implemented by the Agency for Waste Management and Circular Economy Development under the National Committee for Ecology and Climate Change, together with the Ministry of Digital Technologies.
The public discussion will run until June 28, 2026. After reviewing proposals and comments, the document may be finalized and submitted for approval in the established procedure.
