Uzbekistan Airports, the state operator of the country's airports, and an international consortium led by Vision Invest have signed a public-private partnership (PPP) agreement for the construction and future operation of a new international airport in Tashkent. The company's press service announced the signing.
The document was signed on June 17 within the framework of the Tashkent International Investment Forum. The consortium also includes Japan's Sojitz Corporation and South Korea's Incheon International Airport Corporation. Earlier, the share distribution was announced as follows: Vision Invest — 45%, Sojitz Corporation — 30%, Incheon International Airport Corporation — 15%, and Uzbekistan Airports — 10%.
The signing was preceded by extensive preparatory work, including environmental and social assessments in line with international financial institution requirements, development of the PPP agreement, preparation of design documentation for relocating engineering utilities, and initial site preparation for the future airport.
“It should be noted that the airport project was developed on the initiative of the country's president with the support of the Government, the Ministry of Economy and Finance, and the Ministry of Transport. Today we have all taken an important step towards its implementation,” said Javlonbek Umarkhodjaev, Chairman of the Board of Uzbekistan Airports.
According to him, the new Tashkent International Airport is expected to become a modern technological aviation hub capable of meeting the growing passenger and cargo transportation needs for decades.
“Through cooperation with leading international companies, we will gain not only investment but also unique experience in designing, building, and managing the world's largest airport complexes using the latest technologies. I am confident that this project will be a new stage in the development of Uzbekistan's aviation industry and will strengthen our country's position as a major transport hub in Central Asia,” he added.
The airport will be located in the Orta Chirchik and Quyi Chirchik districts of Tashkent region on a total area of 1,310 hectares. The first phase of the project includes the construction of two runways, each 4 km long, a passenger terminal covering 208,000 square meters, 98 aircraft parking stands, a refueling complex, and a modern air traffic control tower.
Construction is scheduled to begin in July of this year. The airport, planned to be commissioned by the end of 2030, will have the capacity to handle up to 20 million passengers and up to 300,000 tons of cargo annually.
Under the signed agreement, the private partner consortium will undertake the construction and subsequent operation of the passenger terminal and the forecourt area, while the public partner will handle the construction and operation of the airfield complex.
According to the approved schedule, the relocation of utility networks is planned to begin in June of this year, along with completing site preparation and gradually starting construction work. The construction of the new capital airport was provided for by a presidential decree dated November 25, 2025 (PP-353).
It is worth recalling that the new airport will be connected by toll roads Tashkent-Samarkand, Tashkent-Andijan, and Tashkent-Bostanlyk. High-speed rail service will also be established between Tashkent and New Tashkent.
