The Central Bank of Uzbekistan has imposed fines on Ipoteka Bank, Agrobank, O‘zsanoatqurilishbank, Uzum Bank, and several microfinance organizations for violating consumer rights, the regulator's press service reported.
In the first quarter, during 'mystery shopper' inspections conducted at regional branches and separate divisions of commercial banks, the Central Bank found that banks failed to comply with legal requirements regarding transparency, completeness, and accuracy of information in their interactions with consumers.
Considering the nature, scale, duration, and other circumstances of the violations, the Central Bank imposed fines totaling 681.5 million soums on 14 banks. Among them, Agrobank was fined 255.0 million soums, and O‘zsanoatqurilishbank was fined 119.5 million soums.
Additionally, the regulator reviewed consumer complaints regarding credit relations at Ipoteka Bank and identified several instances of non-compliance with legal requirements in customer interactions. For these violations, the Central Bank fined Ipoteka Bank 105 million soums.
Furthermore, in the first quarter, inspections at Shaffof-moliya and Tezcoin microfinance organizations, as well as Uzum Bank, revealed violations of legal requirements. Specifically, the microfinance organizations failed to fully reflect legally required information when drafting microloan agreements, did not comply with debt burden requirements, and did not submit customer credit history data to credit bureaus within the prescribed deadlines. They also failed to comply with legal requirements for handling consumer complaints.
The following violations were identified at Uzum Bank: Given the nature and scope of the violations, the Central Bank imposed fines of 201.0 million soums on Shaffof-moliya, 156.0 million soums on Tezcoin, and 215.5 million soums on Uzum Bank.
Earlier, the Central Bank published its first anti-rating of banks based on customer complaints. According to the Central Bank of Uzbekistan index, as of the end of the first quarter of 2026, the top ten banks with the highest number of customer complaints included Business Development Bank, Anor Bank, and Mikrokreditbank. The regulator recommended that banks conduct a deeper analysis of complaint causes and eliminate systemic shortcomings.
