Uzbekistan has updated the procedure for using trees and shrubs that are not part of the state forest fund. The main rule remains: cutting down large trees under state and major investment projects is only possible by presidential decision.
According to the document, trees taller than 1.3 meters with a trunk diameter of up to 15 centimeters, as well as shrubs with a trunk diameter of up to 10 centimeters, can be transplanted based on a permit. Transplanting must be carried out with mandatory preservation of the root system, and the permit will be issued only if care for the transplanted trees and shrubs is ensured for three years.
The deadlines for sanitary pruning, crown formation, and transplanting have also been determined. For deciduous and coniferous species, such work is allowed from the end of the growing season until April 1.
Separately, the resolution confirms the current rule: when implementing state programs, constructing transport and road infrastructure facilities, large investment projects, and other projects of national importance, cutting down trees exceeding the established sizes is allowed only by decision of the President of Uzbekistan.
At the same time, the document clarifies rules in a number of regulations. In particular, a system of paid permits for transplanting trees and shrubs not included in the state forest fund is introduced, the procedure for sanitary pruning and crown formation is clarified, and the requirements and conditions for obtaining transplant permits are updated.
In addition, a new list of valuable species of trees and shrubs not included in the state forest fund has been approved.
Recall that from April 1, 2026, an indefinite moratorium on the creation of new industrial zones has been introduced in Tashkent. The only exceptions will be sites focused on the service sector and the financial sector.
