A resolution of the Cabinet of Ministers dated July 2 introduces digital procedures for releasing impounded vehicles from penalty parking lots in Uzbekistan. Starting August 1, 2026, permits for vehicle release will be issued electronically with QR codes via the 'Penalty Parking Lot' information system.
The Ministry of Internal Affairs is required within two months to integrate the 'Penalty Parking Lot' system with the Tax Committee's information systems through the 'E-Government' interagency integration platform. This will enable automatic generation of data on impound lots and vehicles in tax authorities.
The resolution also sets new requirements for parking lots at market areas. The Central Bank and Tax Committee must within three months enable payments via a single QR code at markets and adjacent temporary vehicle storage areas.
Business entities providing vehicle storage services at markets and shopping complexes must integrate electronic barriers or other entry-exit control devices with tax information systems. Non-compliance will result in fines under the Tax Code.
To prevent illegal release or use of vehicles before the grounds for impoundment are fully resolved, control will be carried out via photo and video recording devices and on-site inspections by traffic safety service officers.
A penalty of 20 times the base calculation value (8.24 million soums) is stipulated for releasing a vehicle without eliminating the grounds for detention or for illegal use. Repeated violations within a year lead to contract termination.
Entry and exit of vehicles at impound lots will be monitored through the information system; lots will be equipped with automatic license plate recognition cameras and other technical means.
The resolution also mandates connecting over 300 markets and shopping complexes to the E-bozor platform, where information on vacant trading spaces will be posted. Tax officers will be assigned to each market to monitor daily revenues.
Earlier, on April 28, the Cabinet established an electronic application procedure to the State Traffic Safety Service for vehicle release from impound lots. If the violation is resolved, permission is granted within one business day.
