On April 4, 5, and 7, the National Certification exams in history were held. On April 30, the publication “Xalq ta’limi info” reported that in a closed Telegram group, where access cost $1,000, 50 questions and answers were shared. According to the publication, 33 of these 50 questions appeared on the exams.

On May 8, the publication released a second file containing 72 questions, of which 31 matched exam tasks. The Knowledge Assessment Agency commented on the first file but did not address the second.

In an official statement, the agency claimed that over 400 test items were used in the exams, and the 33 questions from the audio chat were only similar in content, not verbatim. The agency stated that results were being processed using the Rasch model and would be announced on May 6.

On May 7, the agency reported that statistical analysis found no violations of testology standards. However, history teachers Jalol Boltayev and Husanboy Xoldorov argue that the match of 33 questions cannot be coincidental, with probability near zero.

Boltayev said that during a meeting with agency leadership, he was told such a match is impossible. The teachers cite the example of a mathematics exam in Namangan in 2025, where results were canceled due to statistical anomaly, and demand similar action.

The teachers insist on an independent investigation with experts and law enforcement involvement. They refer to Cabinet of Ministers Resolution No. 646, which mandates cancellation of results if testology norms are violated.
