Uzbekistan is proposing to introduce a fine of two basic calculation values (BCV) for evading payment for paid roadside parking. Currently, this amounts to 824,000 soums, and after the planned increase in BCV from September 1, the amount will rise to 880,000 soums.
The corresponding draft law amending the Code of Administrative Responsibility has been submitted for public discussion, which will last until July 28.
The innovation is intended to eliminate a legal vacuum. The obligation to pay for roadside parking has long existed in the Law "On Road Traffic," but the Code of Administrative Responsibility lacked a direct penalty for non-payers, meaning parking operators could only send warnings to violators.
Violations will be detected automatically using road cameras and data from parking operators' information systems. However, sanctions will not affect citizens entitled to free or preferential parking. Internal affairs bodies will handle the paperwork and will have the right to send violators' cars to impound lots until the reasons for detention are eliminated.
At the same time, the draft law eliminates the widespread practice of hiding license plates. Administrative liability for parking with unreadable, deliberately altered, or obscured state license plates will now also apply to stationary vehicles, not just those in motion.
The new rules will apply to state roadside parking lots and will not affect private parking at shopping and business centers, where exit is physically restricted by barriers.
It is worth recalling that in Tashkent, a system of resident subscriptions operates for residents of houses located near paid parking zones. Holders of such subscriptions can use parking around the clock without restrictions. The cost of an annual subscription is 1 BCV (412,000 soums).
