Uzbekistan is planning to introduce criminal liability for allowing citizens to live in multi-story apartment buildings that have not been completed and officially put into operation. The relevant bill has been adopted by the Legislative Chamber.

According to the lower house of parliament, despite ongoing reforms in urban development, cases persist where citizens move into apartments in unfinished high-rise buildings that have not passed the commissioning procedure.

The bill proposes amendments to the Criminal Code. Under the changes, persons responsible for the construction of multi-story buildings, as well as officials, may be held criminally liable for allowing people to reside in facilities not ready for operation.

Additionally, it is proposed to supplement the norms of the Urban Development Code. Customers and contractors will be obliged to take measures to prevent citizens from moving into houses that do not meet the requirements of readiness for operation.

After being adopted by the deputies of the Legislative Chamber, the document has been sent to the Senate for consideration.

Earlier it was reported that since June, increased fines for violations in urban development have been in effect in Uzbekistan. In particular, liability has been tightened for construction of facilities without a positive expert review, as well as for unauthorized changes to load-bearing structures in multi-story buildings.
