The President of Uzbekistan has signed a decree on additional measures for the socio-economic development of Tashkent for 2026-2027. The document introduces new mechanisms to involve unused state-owned properties in entrepreneurial activities.

According to the decree, starting from August 1, 2026, the hokim (mayor) of Tashkent will be granted the right to make individual decisions regarding small business entities operating in the production and services sectors that are included in the register of the Chamber of Commerce and Industry.

Such entrepreneurs may be provided with vacant state-owned buildings and structures for free use for up to 10 years. A mandatory condition is that the entrepreneur must carry out repairs and equipping of the facilities at their own expense.

Additionally, entrepreneurs will be able to implement projects on vacant land plots of up to 1.5 thousand square meters. After the construction is completed and the built facility is transferred to the state, the land plot may be granted to them for free use for up to 15 years.

The document notes that the new measures are aimed at bringing unused state property into economic circulation, developing small businesses, and expanding the production and services sectors in the capital.
