According to a presidential decree, starting May 1, 2027, Uzbekistan will implement a voucher-based system to provide children with special educational needs with modern assistive devices. This was announced by the Ministry of Justice.

The new system aims to enhance access to education and improve the quality of life for children with disabilities. Families will be able to independently choose the necessary devices using vouchers, promoting autonomy and tailored support.

Beginning in the 2027/2028 academic year, applicants with disabilities taking entrance exams to higher education institutions, as well as teachers with disabilities undergoing certification or taking exams for a national certificate in general education subjects, will be granted additional time amounting to 50% of the standard exam duration.

Additionally, exam materials will be made available in Braille, audio, and electronic formats, ensuring a more inclusive examination process.

From the 2026/2027 academic year, education of children with special educational needs in specialized state educational institutions will be organized based on individual education plans, developed considering the child's specific educational needs, functional capabilities, and level of mastery of the curriculum.

Furthermore, starting September 1, 2026, non-governmental educational organizations providing general secondary education and opening correctional classes will receive subsidies per student in such classes: in Tashkent — 11 times the basic calculation value (BCV); in regional centers and the city of Nukus — 9.5 BCV; in other districts and cities — 8.5 BCV.

These measures are designed to uphold the educational rights of children with disabilities and facilitate their active participation in society, reflecting Uzbekistan's commitment to inclusive education.
