The People's Democratic Party of Uzbekistan (PDP) has issued a strong statement condemning the recent practice of local officials, including mayors and neighborhood heads, entering citizens' homes and demanding that they tidy up their properties. The party has labeled these actions as a direct violation of the Constitution.
The controversy was sparked by incidents such as the one in Shahrisabz district, where mayor Samad Hasanov was seen inspecting a refrigerator in a citizen's home and behaving disrespectfully toward a woman, and cases where neighborhood representatives threatened residents with fines. The PDP called on officials to abandon such illegal methods that degrade personal dignity, honor, and reputation, and to adhere to the principles of rule of law, human worth, social equality, and social partnership.
The party also specifically highlighted an initiative by Chinaz district mayor Sherzod Salikhov, who proposed placing signs reading "Shameful House" and "Shameful Neighborhood" on properties that fail to meet beautification requirements. The PDP considers this initiative unlawful and contrary to democratic governance, as it seeks to publicly humiliate citizens.
"Of course, beautifying homes, streets, and neighborhoods is a noble initiative, and every citizen has a social responsibility. However, this noble initiative should be carried out through personal example, social cooperation, respect for the law and human dignity, as well as practical assistance and support," the PDP statement emphasized.
The party also reminded that the improvement of neighborhoods is linked to the effective implementation of tasks such as road construction, drinking water supply, electricity and gas provision, engineering communications, and timely waste collection. "Local administrations and other responsible organizations must fulfill their legal obligations in a timely and quality manner," the statement said.
The PDP stressed that humiliating a person's honor and dignity, and attempting to apply administrative measures not stipulated by law, contradict the principles of a democratic legal state. The party called for ensuring the priority of citizens' rights, freedoms, and legitimate interests, and for all officials to observe ethical norms in their interactions with the public.
