Tashkent, Uzbekistan – Podrobno.uz. In the first half of 2026, the Authorized Person of the Oliy Majlis for Human Rights (Ombudsman) received 10,468 appeals from citizens of Uzbekistan, foreign nationals, stateless persons, as well as legal entities and public organizations. Of the total, 12 appeals were recognized as anonymous.
The largest share of applications – 28.4% – concerned the protection of economic rights. Social rights accounted for 21.8% of appeals, personal rights for 21.7%, and issues related to the detention of persons with restricted freedom of movement made up 12%. Protection of women's and children's rights was mentioned in 7.7% of cases, environmental rights in 0.7%, and other topics in 7.7%. Among applicants, 57.4% were men and 42.6% were women.
During the reporting period, the Ombudsman sent 70 response measures to state bodies, organizations, and courts, including 27 lawsuits, 18 conclusions, 17 representations, 7 demands, and 1 warning. Based on the review of appeals, criminal cases were initiated in 12 instances. With the assistance of the Ombudsman institution, over 26 billion 849 million soums were recovered or are subject to recovery in favor of citizens, of which 25 billion 937 million soums constituted wage arrears and labor-related debts.
Additionally, in cases involving compensation for harm to health, material and moral damage, more than 304 million 606 thousand soums were recovered. Based on requests, over 435.9 million soums in alimony were recovered, and unjustified debts of citizens totaling more than 171.2 million soums were written off. As a result of reviewing complaints, 14 responsible persons were brought to disciplinary and administrative responsibility. In response to appeals from women affected by violence, 8 protective orders were issued, and criminal cases were initiated against 5 offenders.
As part of human rights monitoring, 521 visits were conducted to places of detention for persons with restricted freedom of movement, including colonies, pre-trial detention centers, and special reception facilities. Based on identified violations, 23 response measures were introduced, and the allocation of 260 million soums for the repair of colony No. 13 and 212 million 664 thousand soums to eliminate deficiencies in detention facilities in the Tashkent region was envisaged.
A total of 1,227 appeals were received from persons held in closed institutions and their representatives, and 5 premature decisions to refuse initiation of criminal cases were overturned following complaints about investigative actions. In the sphere of legislative improvement, 42 draft normative legal acts underwent legal expertise, and 1 Ombudsman's bill was adopted by the Legislative Chamber.
