According to a pilot report by the Central Bank on financial inclusion indices for 2025, only 4% of Uzbekistan's adult population holds savings or term deposit accounts. Meanwhile, 86% of adult citizens have bank accounts.
The report reveals that the savings products accessibility index stood at 56 points — the lowest among the three main categories. For comparison, payment services accessibility was rated at 69 points, and credit products at 64 points.
Experts emphasize: “Despite the high level of basic banking coverage, the use of specialized products intended directly for accumulating funds has not yet become widespread.”
However, among those who already have deposit accounts, there is notably high activity. By the end of the reporting period, 66% of deposit accounts were classified as active — more than three transactions were made on them in the last 12 months. As a result, the usage index for savings products reached 68 points, significantly exceeding their accessibility index of 56 points.
The quality index for savings products stood at 53 points. The assessment was influenced, in particular, by the attractive weighted average interest rate on new time deposits for individuals and the low level of complaints about deposit services.
