A resident of the Krasnogorsk settlement in the Parkent district of the Tashkent region, Elena Ivanova (Koltsova), has been unable to restore her passport for over 20 years. As a result, her 41-year-old son also remains without an identity document, creating serious problems for the family.
According to Elena, in 2001 a local police officer took her passport for replacement, but the new document was never issued. Since then, the woman has been trying to restore the document, but all attempts have been unsuccessful.
After a report by Podrobno.uz in January 2025, Elena contacted the district migration and citizenship registration department. Officials promised to help with the paperwork, but in the end, the family only received temporary certificates.
The woman claims that medical institutions refuse to admit her son with such documents. The son suffered a stroke and is currently at home, not receiving the necessary medical care. Elena is asking the responsible authorities to help with her son's hospitalization.
The lack of documents over many years has created other problems for the family. Elena cannot apply for a pension, which she has been entitled to for about seven years, cannot re-register the apartment left by her father, and cannot receive social assistance. Her son, who turned 41 in January, still does not have even his first identity document.
The situation has become critical due to the man's health condition. After the stroke, he remains at home and, according to his mother, does not receive the necessary medical care. Elena is asking the responsible authorities to help with her son's hospitalization and complete the paperwork for the entire family.
