Starting September 1, a series of legislative changes and new regulations come into force in Uzbekistan. The review is based on materials from Gazeta, the Ministry of Justice, and Lex.uz.
First and foremost, salaries of public sector employees and stipends will increase by 7 percent. The minimum wage will be set at 1,360,000 soums per month (currently 1,271,000 soums), and the basic calculation value (BCV) will be 440,000 soums (currently 412,000 soums). It is worth recalling that pensions and benefits were also increased by 7 percent on July 1.
In the transport sector, changes are also expected. Now, in buses equipped with validators, passengers must pay the fare or confirm their right to discounted/free travel upon entering the bus. Otherwise, they will be considered fare evaders and fined 1/10 of the BCV (44,000 soums). Earlier, it was proposed to increase fines by up to 10 times.
In education, new measures are being introduced. A composite procedure for registration at the place of residence will be implemented simultaneously with the conclusion of a contract for accommodation in a student dormitory. Additionally, a 'family-based' system will be established to involve children with special educational needs in education and social services.
In the social protection sector, significant changes are taking place. Persons without a fixed place of residence will now be placed in social centers only with their consent; the practice of forced placement by court decision is abolished. A new procedure for identifying and providing social services to victims of human trafficking is also being introduced.
In the tax sphere, benefits are provided for cultural and artistic organizations. From September 1, 2026, to January 1, 2036, companies engaged in organizing concerts, cinematography, non-state theaters, and theater studios will be exempt from a number of taxes. Additionally, 10 billion soums will be allocated annually to support non-state theaters.
In the scientific field, at least 60 percent of the admission quota for basic doctoral studies and doctoral studies will be allocated to priority scientific specialties. These include digital technologies, artificial intelligence, atomic energy, medicine, and others. The Tourism Support Fund will compensate expenses for attracting foreign tourists.
In the construction sector, changes are also occurring: state services for changing the specialization of buildings are being unified, and mandatory installation of video surveillance cameras is being introduced at some facilities. In livestock breeding, subsidies will be provided to breeding farms, and a service company will be established to import livestock.
Another innovation: the introduction of virtual payment cards on the Single Portal of Interactive State Services. Users will be able to link their bank card to a virtual card and make payments for state services through the portal. No commission will be charged, and overpaid funds will be automatically returned.
