The hokim of Tashkent, Shavkat Umurzakov, has signed a resolution to implement comprehensive redevelopment measures in selected areas of the city. The document follows a presidential decree from February 24, 2026, introducing mechanisms for the integrated construction of multi-apartment residential complexes.
From March 1, 2026, to March 1, 2028, a special legal regime — a "regulatory sandbox" — will operate on designated plots on an experimental basis. The redevelopment projects will cover parts of the Yashnabad, Mirabad, and Sergeli districts, with the company "Toshkent Invest" appointed as the responsible implementing organization.
Within 10 days, the company, together with the city department of the State Cadastre Chamber, must compile data on all real estate objects and their owners in the redevelopment zones. For residents and property owners affected by the renovation, special headquarters will be set up in mahalla buildings, staffed by representatives of Toshkent Invest, district hokimiyats, the justice department, cadastre services, construction and housing departments, and other relevant bodies.
The company is required to negotiate with property owners to agree on compensation terms, with agreements to be notarized. Owners will be offered replacement housing, and the company will coordinate with developers building residential complexes near the redevelopment areas to form proposals.
District hokimiyats must notify property owners that their assets are subject to renovation within two days. For owners who cannot be reached, the city police department will assist headquarters staff in establishing contact. Residents permanently registered in affected homes will be automatically re-registered at their new addresses once replacement housing is provided.
Authorities have also addressed issues related to debts and restrictions. If a property is under a ban and obligations have been fully fulfilled, the ban will be lifted promptly. If obligations remain unfulfilled, restrictions may be temporarily lifted to finalize a notarial agreement, then transferred to the new property. Utility debts or overpayments for old housing will be transferred to the new accounts.
The Tashkent justice department will assign notaries from nearby districts to Toshkent Invest. A key focus will be creating green zones, ecoparks, and public squares. The deputy hokim has been tasked with developing proposals within two months to expand green areas and create at least one ecopark in each district.
Measures are also planned to eliminate illegally constructed multi-story buildings that fail to meet urban planning standards or are deemed unfit following technical inspections.
