The Government of Uzbekistan has approved a new procedure allowing any individual or organization to report violations in the field of licensing and permitting procedures — for example, if someone operates without the required license or violates the rules for obtaining it. If the information is confirmed and the violator is fined, the whistleblower will receive 10% of the collected fine.

The new procedure was approved by a Cabinet of Ministers resolution. The document defines how to receive and review reports of violations, as well as how to pay rewards to those who helped identify them.

Reports are accepted through a special electronic system or mobile application of the Ministry of Justice. If the violation is recorded on photo or video, the materials must contain the fact of the offense, data on the violator (if known), as well as the date and time.

Authorized bodies are obliged to review the received report within ten working days. If the information is confirmed and the violator is brought to responsibility, the applicant receives a reward — 10% of the amount of the collected fine.

The new procedure is expected to accelerate the detection of violations and provide people with an additional incentive to report them.

It is worth recalling that recently the country introduced a special legal regime "Entering business without a license." It allows entrepreneurs to start work in certain areas without obtaining a license at the start, formalizing the necessary documents later.
