According to a new document, social institutions in Uzbekistan will be allowed to provide paid services for rehabilitation, medical diagnostics, treatment, and care, as well as services from speech therapists and psychologists. This move aims to improve the financial sustainability of these institutions and expand the range of services available.

The document explicitly states that free services guaranteed by the state cannot be transferred to a paid basis. Additionally, employees cannot be forced to provide paid services. These provisions are designed to protect citizens' rights and maintain social equity.

Furthermore, social institutions will be able to sell their own produced goods and lease out property. State customers will be able to purchase such products directly from the institutions. The total amount of purchases from a single institution must not exceed 1,500 basic calculation units (BCU) per year — currently equivalent to 660 million soums. The funds received will be directed toward the development of the institutions themselves.

Employees involved in providing paid services and other income-generating activities will be eligible for additional payments of up to 300% of their salary. The best employees may also receive quarterly bonuses of up to five salaries. This is expected to incentivize staff and improve service quality.
