An area near Navruz Park and the German Embassy in Tashkent has been put up for sale on the E-Auksion electronic trading platform as two separate lots. The Telegram channel davletovuz drew attention to this.
According to auction data, the first lot is located at 13 Sharof Rashidov Street. It consists of a 38-square-meter non-residential building and a 2-hectare land plot. The starting price is set at 436.3 billion soums. The second property, at 13A Sharof Rashidov Street, includes a 10-square-meter building and a 1.2-hectare land plot, valued at nearly 223.9 billion soums. Thus, the total starting price of the two lots is approximately 660.2 billion soums.
On the E-Auksion platform, the properties are listed as non-residential buildings. However, in the passports attached to the lots, they are recorded as "non-residential building (Navruz Culture and Recreation Park)." One of the lots includes an appraisal report for the property at 13 Sharof Rashidov Street. It states that the property being appraised is real estate of the Navruz Culture and Recreation Park. The document indicates that the purpose of the appraisal is to sell the property through open bidding.
The privatization is based on Presidential Decree No. PF-177 dated August 28, 2026, on reducing state participation in the economy and accelerating privatization. Both properties are included in Appendix 3.14 to the decree under numbers 39 and 40. This appendix lists state real estate properties in Tashkent scheduled for open bidding in 2026–2027. The document identifies the balance holder of both properties as the Tashkent City Territorial Department of the Center for Effective Use of State Property Objects under the State Assets Management Agency. However, the privatization decree does not mention the connection of these properties to Navruz Park.
The National Committee for Urbanization and Sustainable Development of the Housing Market, commenting on the sale of the properties, stated that a public park must be established on the land plot of one of them. This is stipulated by Cabinet of Ministers Resolution No. 83 dated February 28, 2026. According to the document, public parks with a total area of 139.6 hectares are to be created in nine districts of Tashkent. In the appendix to the resolution, one such area is listed as a 1.6-hectare land plot located in the Matonat mahalla of Yunusabad district. Its boundaries are defined by geographic coordinates.
"It is necessary to ensure the creation of a public park on this territory in accordance with the government resolution," the National Committee for Urbanization emphasized. In the data for both lots on the E-Auksion platform, the main designated use of the land plots is listed as service activities. However, the terms of sale do not include the requirement to create a public park on the 1.6-hectare area.
