President Shavkat Mirziyoyev reviewed a series of proposals aimed at enhancing social protection and supporting vulnerable households during the autumn-winter heating season. Officials reportedly emphasized that ongoing global geopolitical tensions, rising energy and raw material prices, as well as supply chain disruptions, continue to generate heavy inflationary pressures worldwide, making targeted financial relief for the population increasingly vital.
During the presentation, authorities approved an initiative to raise the baseline monthly electricity consumption limit from 200 to 350 kilowatt-hours during the heating season specifically for areas that lack natural gas infrastructure or remain ungasified. This adjustment is intended to ease the utility cost burden for residents facing harsh winter conditions without standard heating access.
Additional measures discussed include the potential allocation of one-time financial aid to low-income families in December. Furthermore, authorities considered raising the per-capita income threshold to 1.43 million soums for covering utility expenses of households not currently listed in the Social Register, a step expected to extend state support to an additional 166,000 families.
The state leadership instructed relevant agencies to ensure the timely disbursement of funds, improve the precision of targeting vulnerable households, and enforce strict oversight over distribution. Additionally, the initiative to subsidize electricity and gas consumption exceeding the baseline limit has been proposed for extension until April 1, 2028.
