A disturbing incident near Tashkent's Central Department Store (SUM) sparked widespread public outrage after a video surfaced online showing a Brasserie Park restaurant representative verbally abusing and threatening physical violence against a minor delivery worker who was trying to pass through the establishment's sidewalk terrace. The altercation once again highlighted ongoing issues regarding the encroachment on public pedestrian spaces in the capital.

Reports indicate that the controversial outdoor seating area had been operating in that specific location for several years. Following a hasty inspection conducted on Sunday, the Tashkent city administration acknowledged that regulations concerning land use had been severely violated, specifically noting that the setup hindered the free and safe movement of pedestrians. Authorities claimed that appropriate measures were taken and the area was cleared to comply with legal requirements.

The city administration supposedly aims to build a comfortable urban environment where residents can move freely and business owners can develop their enterprises while respecting the rights of fellow citizens. Critics, however, point out that such systemic violations often go unchecked until public pressure mounts on social media. Photographs released by the local authorities clearly showed tables removed and parts of the terrace being dismantled.

Meanwhile, the Tashkent City Main Department of Internal Affairs reported that the conflict between the 36-year-old restaurant representative and the 17-year-old courier occurred around 1:00 PM on October 17. The employee allegedly demonstrated a blatant disregard for societal rules of conduct, treated the minor with hostility, and severely disrupted public order.

Law enforcement officers drew up an administrative protocol against the man under Article 183 of the Administrative Responsibility Code, which covers petty hooliganism. The compiled case documents have been forwarded to the Mirabad District Criminal Court for official legal proceedings.
