Authorities in Uzbekistan have officially implemented changes to the regulations concerning the formation of tariffs for public utility services. The updated edition specifically regulates the procedure for setting prices for water, wastewater, hot water, and heating services provided by organizations whose core business activity is not utilities.
The joint decree by the Ministry of Economy and Finance and the Ministry of Construction and Housing-Communal Services successfully passed state registration at the Ministry of Justice on October 23, 2026, under number 2198-3. The document was published in the National Database of Legislation on October 24, 2026, and officially enters into force from the date of its publication.
According to the updated preamble, the document regulates the cost structure and tariff determinations for drinking water supply, wastewater disposal, hot water supply, and heat supply provided by non-core economic entities. Pursuant to paragraph 2 of the regulations, these organizations independently determine prices for the public utilities they render while complying with competition laws and regulatory requirements.
At the same time, state regulation of tariffs is carried out in accordance with Cabinet of Ministers Resolution No. 722 dated December 29, 2023, and other legislative acts. The new decree invalidates several paragraphs of the previous regulation and updates references concerning the calculation of resource consumption and technological losses in the production and transmission of thermal energy.
Officials have noted that the document does not establish any new prices or specific tariff increases for public utilities. The modifications strictly pertain to the procedural aspects of tariff formation and calculation methodologies rather than raising actual costs for consumers.
