Career centers of the top 20 higher education institutions in Uzbekistan with the highest "Graduate Quality Index" will reportedly receive monetary incentives of 500 million soms annually. The Ministry of Justice has officially registered the regulatory framework detailing the indicators and coefficients used to calculate this index.
According to the ministry, the relevant departmental document was registered on October 31, 2026, under number 3964. The initiative is purportedly designed to pressure universities into taking more responsibility for the actual employment outcomes of their graduates rather than just focusing on enrollment numbers.
Based on the approved regulations, the "Graduate Quality Index" will be compiled at the end of each reporting year using four primary metrics: the speed at which graduates find employment, the stability of their employment, their average monthly income, and their employment category. *
Furthermore, the regulations allegedly outline a special calculation method for graduates included in the social register and those in need of social protection. For these vulnerable groups, the highest coefficients for employment speed and category will be applied, ensuring they are counted favorably within the stability metrics.
The establishment of this evaluation system and the subsequent financial rewarding of top career centers stem from a presidential decree issued on April 10, 2026. Skeptics, however, question whether these bureaucratic metrics will genuinely reflect long-term economic integration or merely encourage short-term statistical compliance among institutions.
