The Russian government has approved a bill from the Ministry of Finance to sharply increase state fees for migrants. The fees are set to rise by 10 to 12 times.

New fees include: residence permit — from 6,000 to 30,000 rubles (+400%); Russian citizenship — from 4,200 to 50,000 rubles; entry invitation — from 960 to 8,000 rubles; single-entry visa — from 1,200 to 2,000 rubles; multiple-entry visa — from 1,920 to 6,000 rubles; temporary residence permit — from 1,920 to 15,000 rubles; hiring foreign workers — from 12,000 to 15,000 rubles.

New fees are also introduced: replacement of residence permit — 6,000 rubles; duplicate of temporary residence permit (including for study) — 5,000 rubles.

According to the Ministry of Finance, the additional federal budget revenues from the fee increase will amount to about 7.9 billion rubles per year from July 1, 2026, and about 15.8 billion rubles from January 1, 2027.

Experts warn that the sharp increase in fees could lead to a rise in shadow employment, complicate hiring, and reduce Russia's attractiveness for foreign students and specialists.
