Canadian Prime Minister Mark Carney has called on so-called 'middle powers' to unite and find collective strength, speaking in Dublin on the eve of the upcoming Group of Seven (G7) meeting. He described the current moment as a 'global rupture, not a quiet transition.'

Carney claimed the post-Cold War rules-based order is breaking down, multilateral institutions have weakened, and economic integration is being weaponized. While he did not name any specific countries, his remarks come amid historic friction between Canada and the United States.

US President Donald Trump has repeatedly called for Canada to become the '51st state' and has used tariffs to pressure Ottawa on trade and immigration. Both Carney and Trump are expected to attend the G7 summit in France from June 15-17.

Carney emphasized the potential of a Canada-EU alliance, stating that together they have more than twice the population of the US and a collective defense budget twice that of China. He also called for the EU to join the Trans-Pacific Partnership, creating a trading bloc of over 1.5 billion people.

The Canadian leader has been pushing to strengthen ties with Europe since taking office in 2025, including joining the European Political Community Summit and the SAFE Instrument defense loan program. He urged nations to invest in their own capabilities and partner with like-minded allies.
