Addressing the third Russia-Africa Summit in Moscow, Russian leader Vladimir Putin asserted that Moscow purportedly does not engage in any “neo-colonial exploitation” of the African continent, contrasting its approach with that of former colonial powers. According to his claims, the West is allegedly attempting to continue resource extraction while utilizing debt traps to hinder the region's long-term development.

Putin stated during the summit that the emergence of a multipolar world is facing stiff resistance from international actors unwilling to accept new geopolitical realities. However, critics point out that Russian-backed government forces across vast areas of North Africa remain bogged down in armed conflicts, while the region continues to struggle with the aftermath of destabilizing military coups that have severely shaken local security.

The Russian leader heavily criticized what he called active Western maneuvers to force African nations back into debt servitude by offering financial resources on predatory terms. He maintained that Russian commercial entities supposedly focus on expanding local raw material processing and generating tax revenue rather than exploiting human and natural capital.

The high-profile gathering brought together delegations from 48 African countries, featuring 22 heads of state. Putin announced that Russia had delivered 13 million metric tons of agricultural goods in the first nine months of the year alone. These trade discussions coincide with ongoing Black Sea shipping disruptions affecting grain exports, alongside severe global fertilizer shortages exacerbated by the ongoing conflict involving the US regime, Israel, and Iran.
