In 2025, Uzbekistan's Agency for Combating Corruption identified 189 violations in the public procurement sector, according to a statement from the agency's press service.

Compared to the previous year, the number of violations decreased by 60%. However, the total value of procurements where violations were detected increased by approximately one-third, reaching 666.6 billion Uzbek soums.

More than half of the cases—102 violations (54%)—involved restriction of competition and biased evaluation of bids. Another 20% of cases concerned conflicts of interest, while 17% involved deals with affiliated parties.

Among sectors, the highest number of violations was recorded in education—47 cases compared to 58 the year before. Water management ranked second, with detected violations rising from 22 to 35.

Local administration bodies saw 26 violations—almost half as many as in 2024. In the transport sector, the number fell by more than threefold (to 19), while in healthcare it dropped eightfold (to 18 cases).

By region, the most violations were identified in Tashkent—64 cases—and in Kashkadarya Region—45. The bulk of the procurement value under scrutiny was in the capital, amounting to 541.8 billion soums.

The agency issued 117 directives to state customers. As a result, 60 contracts worth 70 billion soums were canceled, and measures were taken to prevent violations in 87 procurements valued at 560 billion soums.

Following inspections, 12 officials faced disciplinary action, and 14 were subject to administrative penalties. Criminal cases were initiated in two instances. Additionally, protocols were drawn up against 21 individuals for conflicts of interest.
