The Tashkent city administration has announced the appointment of Davletiyar Khudaybergenov as the first deputy mayor for financial and economic development and poverty reduction, also serving as head of the Main Department of Economy and Finance.

Khudaybergenov, born in 1990 in Nukus, earned a bachelor's degree from Tashkent State Law Institute in 2013 and a master's degree in 2015. He underwent retraining at St. Petersburg State University of Economics in 2024 and completed a master's program at the Banking and Finance Academy of Uzbekistan in 2025.

He began his career in 2014, working in the Presidential Administration on projects involving international financial institutions, introducing market mechanisms for selling high-liquidity and monopoly goods, boosting export potential of industrial enterprises, and developing construction, utilities, and regional sectors. Most recently, he headed a department within the Legal Expertise and Comprehensive Analysis Department of the Presidential Administration.

The position of first deputy mayor had been vacant since February 2026, when Bakhtiyor Khaydarov was appointed head of the Agency for Industrial Cooperation and Public Procurement.

Additionally, Alisher Ismatillayevich Dusmukhamedov has been appointed as deputy mayor for information technology implementation, heading the Digital Development Department.

Dusmukhamedov, born in 1981 in Tashkent, graduated from Tashkent Institute of Electrical Engineering and Communications (2002), Tashkent State University of Economics (2006), the Higher School of Strategic Analysis and Forecasting of Uzbekistan (2013), and Tashkent University of Information Technologies (2021).

He started his career in 2003 and held several senior positions. Since March 29, 2023, he served as head of the Department of Information and Communication Technologies and Cybersecurity of the Customs Committee under the Ministry of Economy and Finance.

He replaces Alexey Khen, who had held the post since 2022.
