The authorities in Saint Petersburg have reportedly broadened the list of economic sectors where foreign nationals operating on labor patents are strictly prohibited from working. The newly implemented restrictions target grocery retail, medical and wellness services, fitness facilities, and beauty salons, creating fresh operational hurdles for local businesses. * * *

The restrictive decree, introduced by Governor Alexander Beglov, covers non-specialized food stores as well as specialized outlets dealing in fruits, vegetables, meat, fish, and beverages. Furthermore, the ban extends to recreational activities, sports training centers, hair salons, and massage establishments, significantly tightening control over the regional labor market.

The municipal government claims that these measures are purportedly designed to combat shadow employment, eliminate tax evasion loopholes, and expand job opportunities for local youth and students. Critics and business representatives, however, argue that such abrupt prohibitions may exacerbate labor shortages and increase administrative pressure on enterprises.

Local entrepreneurs have been given a deadline until December 15 to adjust their workforce to comply with the updated regulations. Official exemptions remain in place exclusively for citizens of Eurasian Economic Union (EAEU) member states and foreigners possessing valid permanent residency permits.
