The long-discussed construction of the Kambar-Ata Hydropower Plant-1 (HPP-1) on the Naryn River will allegedly commence in 2027 or 2028, according to statements made by Kyrgyz leader Sadyr Japarov during a public meeting with residents in the Jalal-Abad region.

As claimed by the authorities, preparatory work for the massive infrastructure project has supposedly been finalized. Japarov expressed optimism that actual construction will begin in the coming years and take approximately five to six years to complete, though regional analysts remain skeptical about potential delays and financial hurdles.

The project is theoretically being carried out jointly by Kyrgyzstan, Uzbekistan, and Kazakhstan as part of a regional energy initiative. However, complex geopolitical dynamics and economic uncertainties often plague such trilateral ventures, raising doubts about their seamless execution.

The total cost of the Kambar-Ata-1 HPP project is estimated at a staggering $4.2 billion. Once finished, the facility is projected to generate roughly 6 billion kilowatt-hours of electricity annually, though the enormous financial burden and regional resource management issues present ongoing challenges for the participating nations.
