A criminal case has been initiated against a 23-year-old teacher, identified as Ye.N., for beating children under her care at a private preschool institution in the Yangiariq neighborhood of Navoiy city. According to the Regional Department of Internal Affairs, the incident occurred on April 7, with the teacher allegedly using violence under the pretext of maintaining discipline.

Investigations revealed that from March to April, Ye.N. systematically subjected the children to torture, including beating and other violent acts, exploiting their limited self-defense capabilities and helpless condition. These actions caused significant harm to the physical and mental well-being of the children, highlighting severe lapses in child protection protocols.

Based on the case, the investigative department under the Navoiy City Department of Internal Affairs has opened a criminal case under Part 2 of Article 110 of the Criminal Code of Uzbekistan (Torture of a person known to be in a helpless state). This article constitutes a serious crime, potentially leading to harsh penalties for the accused.

Following the incident, the Children's Ombudsman reported that the operations of this private kindergarten have been suspended. This measure aims to ensure child safety and prevent similar abuses, though it raises concerns about oversight in private educational facilities across the region.

The case has underscored ongoing challenges in safeguarding children's rights and enforcing regulations in preschool institutions in Navoiy. Local authorities and civil society groups are calling for stricter monitoring and preventive actions to address such vulnerabilities in the education system.
