At a meeting chaired by the president on May 1, additional measures to expand private sector participation in medical services were discussed. Following the meeting, the head of state signed a resolution 'On Additional Measures to Improve the Quality of Medical Services'.

A total of $200 million in concessional credit resources will be directed to open new clinics, including in remote areas. The credit line is opened by the National Bank of Uzbekistan. Funds are provided in national currency for up to 10 years with a three-year grace period. Up to $10 million equivalent can be allocated per project. The loan interest rate is set at 3 percentage points above the Central Bank's key rate.

Entrepreneurs establishing clinics will receive compensation of 50% of the base rate on loans from the Entrepreneurship Development Company. Special incentives are provided for attracting foreign specialists – doctors, managers, consultants, and technical staff. Until May 1, 2029, the social tax for them is set at 1%. The fee for issuing a work permit in Uzbekistan is one basic calculation value (412,000 soums).

Customs benefits on importing modern medical equipment and components for the private sector are extended until 2029. A Health Ministry representative stated: 'We will be able to import more modern, state-of-the-art medical equipment, instruments, and diagnostic devices. This will allow our population to access higher quality medical services that are currently unavailable in Uzbekistan.'

From July 1, 2026, private medical organizations will be allowed to provide medical services at the expense of budget funds in all areas within the existing license. This involves using funds from the State Medical Insurance Fund. From May 1, 2027, private institutions with national or international accreditation will be permitted to engage in transplant activities. The issue of granting private clinics the right to perform transplants was raised during an open dialogue with business representatives in July 2025. At that time, Rector of the Central Asian Medical University Nurillo Mamasadikov noted an increase in the number of patients traveling abroad for such surgeries.
