The Ministry of Construction and Housing and Communal Services of Uzbekistan held an expanded video conference meeting chaired by Minister Sherzod Khidoyatov, during which the work of territorial divisions was harshly criticized. Following discussions on systemic shortcomings, including corruption risks and weak oversight, the ministry made radical personnel decisions.

Key topics of the meeting included conflicts of interest, low quality of public services, and ineffective architectural supervision. Serious complaints were raised over unjustified refusals to process applications, delays in project reviews, and the lack of a unified approach to document approval, which negatively impacts the transparency of the entire system. Additionally, the activities of the architectural control department were deemed unsatisfactory: in several regions, monitoring is conducted formally, and illegal structures are not identified in a timely manner.

Due to the violations, the heads of departments in Namangan, Syrdarya, and Kashkadarya regions were dismissed from their positions. A number of other managers and specialists received disciplinary sanctions. The minister emphasized that in the future, an uncompromising approach will be applied to cases of negligence and irresponsibility.

It is worth recalling that since April 1, 2026, Uzbekistan's real estate market has transitioned to new rules: now all housing purchases and sales are conducted exclusively in non-cash form.
