Starting April 16, the Namangan region of Uzbekistan will implement an experimental mechanism to recover land and property tax debts from individuals. According to the State Tax Service, an automated information system called "Tax Billing" will target citizens with debts exceeding 1 million Uzbek soums, potentially restricting their ability to pay for electricity.
The system operates in stages: first, a notification about the tax assessment is sent to the debtor, followed by reminders via SMS, the "Tax" mobile app, or the personal account on the my.gov.uz portal. If the debt remains unpaid despite these warnings, a temporary restriction on electricity payments is imposed, which is lifted immediately upon debt settlement through online means.
This initiative stems from a presidential decree dated November 28, 2023, which originally scheduled the system's launch in Namangan for January 1, 2026. However, the government has accelerated the timeline, opting to start the pilot earlier. Based on the experiment's results, the system could be expanded to other regions by October 1, 2026.
A similar mechanism was previously introduced for debts related to solid waste management services. Through the "Clean Space" billing system, data is transferred to the "Regional Electric Networks" billing system, with payment restrictions for such debtors effective from November 5, 2025. The new tax-focused system aims to enhance tax collection rates and bolster state revenue amid ongoing economic reforms.
