In Namangan Region, a new system for collecting property and land tax debts from individuals through the electricity billing system has been launched in a pilot mode starting April 16, 2026, for debts exceeding 1 million soums. The Tax Committee announced that this initiative involves an automated information system called "Tax Billing," which is being tested in the region to streamline debt recovery processes.
Under the system, if an individual's tax debt surpasses 1 million soums, the citizen receives multiple warnings: initially, a tax assessment notice, followed by an SMS reminder, and if the citizen has the "Soliq" mobile app, a notification through it. Additionally, warnings can be sent to the personal account via the my.gov.uz portal, with a final SMS alert about potential restrictions on electricity payments.
Should the debt remain unpaid despite all warnings, the citizen's ability to pay for electricity is temporarily restricted. Upon debt settlement, the restriction is lifted immediately online. The Tax Committee is tasked with submitting proposals to the government by October 1, 2026, for nationwide implementation of this system, contingent on the pilot's success, aiming to enhance tax compliance across all regions.
