At a meeting chaired by President Shavkat Mirziyoyev of Uzbekistan, key measures under the "Taza Hava" (Clean Air) project were discussed to address environmental challenges. The session included a presentation of priority national projects in ecology and environmental protection for the years 2026–2030.

Discussions highlighted the adverse impact of greenhouse farms located in Tashkent city and the Tashkent region on air quality. A significant proportion of these greenhouses rely on coal, fuel oil, and non-standard fuels for heating, emitting hazardous substances such as NO2, SO2, and PM2.5, which contribute to air pollution. Additionally, due to relatively lower annual solar insolation in Tashkent compared to other regions, production costs for greenhouse products are substantially higher.

For instance, the average temperature in Tashkent in January is +6 degrees Celsius, while in Termez it is +10.8 degrees. The cost of producing 1 ton of greenhouse products in the Tashkent region amounts to 11.9 million soums, whereas in the Surkhandarya region it is only 4.9 million soums. This disparity underscores the economic rationale for relocating greenhouses to areas with more favorable climatic conditions.

Consequently, it was proposed to gradually relocate greenhouses from Tashkent and adjacent areas to energy-efficient regions with advantageous natural and climatic conditions. Specifically, plans include establishing an agropark in the Sherabad district of Surkhandarya region on an area of at least 940 hectares. This district benefits from high solar insolation, relatively mild winters, and significantly lower heating costs, which are expected to sharply reduce production expenses.

Starting from October 1, 2026, restrictions will be imposed on the construction of new greenhouses in Tashkent city and surrounding territories, while relocated farms will receive incentives related to infrastructure, loans, and logistics. These measures aim not only to improve air quality but also to stabilize prices for greenhouse products in the domestic market.
