Uzbekistan has launched the national project 'Second Chance' (Ikkinchi Imkon), aimed at the social rehabilitation of convicted youth by providing them with access to training in modern professions. President Shavkat Mirziyoyev signed the corresponding decree on implementing this social initiative.
The main objective of the initiative is to equip convicts with in-demand qualifications for their successful reintegration into society and subsequent employment in high-paying positions. The program focuses on intensive training of specialists for the digital economy, with the educational process to be organized directly within correctional facilities.
Implementation of the project will begin in phases starting June 1, 2026, in colonies in the Tashkent, Navoi, and Kashkadarya regions, with the system expanding to cover all regions of the republic after nine months. The training course is designed to last from eight months to one year and includes not only IT specialties but also in-depth study of English, Russian, and Chinese languages.
Young people who have committed crimes of varying severity are eligible to participate in the project, provided they demonstrate readiness for correction and acquiring new skills. Upon completion of the educational program, graduates will receive official electronic certificates confirming their professional qualifications.
This initiative represents a significant step in social policy, targeting the transformation of lives for convicted youth, offering them new opportunities, and aiding their return to society as productive and valuable members.
