In accordance with a presidential decree titled "On Additional Measures for the Sustainable Provision of Agricultural Products to the Population in the Autumn-Winter Period," adopted on March 25, 2026, a series of new benefits and preferences have been established in Uzbekistan to support greenhouse farming. These measures aim to ensure a stable supply of food products to the population during the winter and autumn seasons.
The decree sets key target indicators for 2026–2027, including the creation of modern greenhouse complexes on an area of at least 940 hectares in the Sherabad district of Surkhandarya region. It also plans to increase the share of heating systems based on energy-saving and alternative energy sources to at least 50 percent.
A free economic zone named "Surkhan-Agro" is being established in Surkhandarya region. Greenhouse farms operating within this territory will receive several incentives: a zero rental rate for land plots leased to entrepreneurs through electronic online auctions for a period of 5 years, as well as exemption from payments for wastewater and groundwater used for irrigation and technological processes in greenhouses for 3 years.
The decree additionally permits coal burning in exceptional cases during abnormally cold weather, provided environmental requirements are met. These initiatives are designed to develop greenhouse farming, boost food production volumes, and ensure year-round sustainable provision for the population.
