According to a resolution (No. 125) adopted by the Cabinet of Ministers of Uzbekistan on March 30, vehicle owners in the country are now required to re-register their 'techpassport' (vehicle registration document) every 5 years. This change alters the previous system, where the certificate had no expiration date and re-registration was only necessary if the owner, vehicle data, or technical specifications changed.
The new rule is implemented to regulate documentation processes in the transport sector and strengthen state oversight. However, it may impose additional administrative and financial burdens on vehicle owners, as the re-registration procedure every 5 years demands time and resources, potentially complicating ownership and increasing compliance costs.
It is worth noting that starting from April 1, 2024, Uzbekistan has significantly increased fees for vehicle registration and re-registration. For instance, rates for electric vehicles, motorcycles, and trailers have been raised 15-fold to 1.5 times the base calculated value (currently 618,000 soums), while for all other cars, rates have surged 68.4 times to 6.84 times the base calculated value (currently 2,818,080 soums).
These adjustments, aimed at boosting budget revenues from the transport sector, could lead to heightened financial pressure on car owners and prospective buyers. Data shows that in February, the total sales volume of all types of motor vehicles in Uzbekistan reached 84.2 thousand units, with 6.9 thousand attributed to electric vehicle transactions, highlighting the broader societal impact of these regulatory shifts in the automotive market.
