Uzbekistan is planning to change the rules for mobile operators, aiming to make communication services more transparent and affordable for subscribers who do not use the internet. The relevant draft amendments to the licensing procedures in the telecommunications sector have been put up for discussion and include a series of measures focused on consumer protection and eliminating marketing tricks.
One of the central initiatives of the project could be the mandatory inclusion of special tariff plans in each operator's lineup, designed exclusively for voice calls and SMS messages. Companies would be required to offer subscribers "clean" packages without included internet traffic. This decision could serve as an important social step, allowing elderly people and owners of basic feature phones to avoid overpaying for unused megabytes that are often bundled into standard tariff plans.
Alongside the introduction of economical tariffs, the project proposes to tighten requirements for their names. According to the draft, operators may be prohibited from using any numbers in tariff names that indicate their conditions—such as the subscription fee amount, traffic volume, or number of minutes. This ban aims to eliminate confusion where numerical designations in names mislead consumers about the actual cost or content of the service, making the selection process as fair as possible.
It is expected that after final approval of the document, the Ministry of Digital Technologies will be given two months to bring all regulations into compliance with the new rules. If the resolution is adopted, it will come into force three months after official publication, with oversight of the implementation of the new service standards to be entrusted to Minister of Digital Technologies Sherzod Shermatov.
